that in New York State taxi and limo drivers are exempt from the seat-belt law?

Police officers, EMTs and firemen are also, but I can see why they would be exempt. You know, getting out of the car quickly, having to get into the car quickly, yadda yadda yadda.

But Livery drivers?

Actually, you are excused from the law as a passenger in these vehicles as well. Taxi drivers not having to buckle up is strange, but the passengers not having to is even stranger.
